Eligibility Criteria
To be eligible for this scholarship, applicants must:
- Be international students (citizens of OIC or NAM member countries).
- Age Requirements:
- Bachelor’s/General Medicine: Under 35 years old.
- Master’s/Residency Programs: Under 40 years old.
- PhD: Under 45 years old.
- Hold relevant academic qualifications and meet program requirements.
Documents Required
Prepare the following documents for your application:
- Completed Nomination Form (from your government or embassy).
- Diplomas or transcripts (notarized translations if required).
- Copy of Passport.
- Health Certificate (including HIV/AIDS, Hepatitis B & C tests).
- Curriculum Vitae (CV) or Resume.
- Motivation Letter.
- Proof of English Proficiency (optional but encouraged: IELTS 5, TOEFL 40 for undergraduate programs; IELTS 5.5, TOEFL 50 for others).
How to Apply?
Stage 1: Nomination by Relevant Authorities
You must be officially nominated by your country’s ministries or embassies of Azerbaijan.
Direct applications will not be considered.
Stage 2: Online Application (For Selected Candidates)
Shortlisted applicants will receive instructions to apply via the Study in Azerbaijan Centralized Admission Service (SIACAS) at portal.edu.az.
The application period for SIACAS runs from 16 June to 1 July 2025.

- Applicants can select up to 2 degree programs at different universities.
- The application must align with the nationality under which the applicant was nominated.
